Position Summary:
Talley Oil Company is seeking a highly organized, dependable, and experienced Accounting Manager to oversee daily accounting operations, certified payroll compliance, and customer billing functions. This position plays a critical role in maintaining accurate 
financial records, ensuring timely invoicing, and supporting the overall financial health of the company. This role reports to the CFO. The ideal candidate is detail-oriented, proactive, able to work independently, and thrives in a fast-paced environment. 

Key Responsibilities
  • Manage full-cycle accounting and day-to-day accounting operations
  • Oversight and maintain accounts payable and accounts receivable
  • Prepare and submit certified payroll reports in compliance with prevailing wage requirements
  • Monitor collections and follow up on outstanding accounts
  • Reconcile bank accounts, credit cards, and general ledger accounts
  • Assist with month-end and year-end closing procedures
  • Maintain vendor files, W-9s, and prepare 1099s
  • Support budgeting, expense tracking, and cash flow monitoring
  • Work directly with management and CPA regarding financial reporting and tax preparation
  • Identify and resolve accounting discrepancies in a timely manner
  • Maintain strict confidentiality of company financial and employee information
Qualifications
  • 5+ years of accounting experience
  • Strong certified payroll and billing/invoicing experience preferred
  • Knowledge of prevailing wage and labor compliance requirements preferred
  • Strong understanding of accounting principles and financial reporting
  • Experience with accounting software
  • Strong Microsoft Excel and computer skills
  • Excellent attention to detail and organizational abilities
  • Ability to prioritize multiple responsibilities and meet deadlines

  • Associate or bachelor’s degree in accounting, Finance, or related field
Preferred Qualifications

Position Summary:
We are seeking a skilled and dependable Payroll Specialist to join our team. The ideal candidate must have a minimum of 2 years of payroll experience and demonstrate proficiency in handling Certified Payroll reporting. Prior experience in the construction industry is preferred. This role is responsible for ensuring accurate and timely payroll processing while maintaining strict compliance with prevailing wage laws and federal, state, and local regulations.

Key Responsibilities:

  • Process payroll on a weekly basis for all employees, including union and non-union labor.
  • Accurately prepare and submit Certified Payroll Reports, prevailing wage regulations, and contract requirements.
  • Review and reconcile timecards, ensuring proper job costing and project coding.
  • Maintain employee payroll records, deductions, and benefits in payroll system.
  • Coordinate with project managers, HR, and accounting teams to ensure accurate labor reporting.
  • Assist with audits and compliance reviews, providing payroll documentation as required.
  • Manage garnishments, wage assignments, and other payroll deductions.
  • Process new hires, terminations, and changes in payroll system.
  • Ensure compliance with all applicable labor laws, union agreements, and internal policies.
  • Provide support for year-end reporting including W-2s and tax filings.
  • Flexibility, organization, and a willingness to assist with general administrative duties

Qualifications:

  • Required: Minimum of 2 years of payroll experience.
  • Required: Hands-on experience with Certified Payroll reporting.
  • Preferred: Payroll experience in the construction industry.
    Strong knowledge of federal and state labor laws, especially those related to construction and prevailing wage jobs.
  • Proficiency in payroll and accounting software (e.g., QuickBooks, Sage, ADP, Viewpoint, or similar systems).
  • Excellent attention to detail and accuracy.
  • Strong communication, organizational, and time management skills.
  • Ability to maintain confidentiality and handle sensitive information.

Education:

  • High school diploma or GED required.
  • Associate’s degree in Accounting, Business, or related field preferred.

Driver Qualifications

A person shall not drive a commercial motor vehicle unless he/she is qualified to drive a commercial motor vehicle. Except as provided in 391.63 a motor carrier shall not require or permit a person to drive a commercial motor vehicle unless that person is qualified to drive a commercial motor vehicle.

A person is qualified to drive a commercial motor vehicle if he/she:

  1. Is at least 21 years old
  2. Can read and speak English language sufficiently to converse with the general public, to understand highway traffic signs and signals in the English language, to respond to official inquiries, and to entries on reports and records: (holders of a California Drivers License)
  3. Can, by reason of experience, training, or both, safely operate the type of commercial motor vehicle he/she drives.
  4. Can, by reason of experience, training, or both, determine whether the cargo he/she transports has been properly located, distributed, and secured in or on the commercial motor vehicle he/she drives.
  5. Is familiar with methods for securing cargo in or on the commercial motor vehicle he/she drives.
  6. Is physically qualified to drive a commercial motor vehicle in accordance with subpart E-Physical Qualifications and Examinations of part 391:
  7. Has a currently valid commercial motor vehicle operator’s license issued only from one State of jurisdiction.
  8. Has prepared and furnished the motor carrier that employs him/her with a list of violations or the certificate as required by 391.27; furnish and original DMV print out obtained within the last 30 days.
  9. Is not disqualified to drive a commercial motor vehicle under the rules in 391.15
  10. Has successfully completed a driver’s road test and has been issued a certificate of drivers road test in carrier accordance with 391.31 or has presented an operator’s license or certificate of road test which the motor that employs him/her has accepted as equivalent to road test in accordance with 391.33; a person must be qualified to operate each commercial motor vehicle he/she drives,
  11. Has completed and furnished the motor carrier that employs him/her with an application for employment in accordance with 391.21
  12. Able to pass drug test as required.
